mixed a vial and its still cloudy, is that normal?

ran the water down the side like everyone says, swirled, let it sit. its been a few minutes and its still not fully clear. is that always a problem or can it just be slow

    Both are possible, which is why it's time dependent. Some take several minutes. Persistent cloudiness or visible particles after that is a different signal, that's incomplete dissolution or aggregation, and aggregation doesn't resolve by waiting.
